The "leader of the people" who rules not by reason but by the crowd's roar — flattering the many until democracy curdles into mob rule.
A demagogue is a popular leader who wins power by inflaming the passions of the assembly rather than appealing to its judgment, telling the crowd what it wants to hear. Thucydides cast Cleon as the type — loud, violent, and reckless in the debates after Pericles' death — while Aristotle made the figure structural, arguing that demagogues are what tip a healthy democracy into its corrupt form, lawless mob rule and even tyranny. The Greeks saw flattery of the people as the precise mechanism by which self-government decays into manipulation.
